PUBLIC NOTICE : CLARIFICATION ON THE IMPLEMENTATION OF MANDATORYINBOUND TRAVEL INSURANCE FOR FOREIGN VISITORS ENTERINGZANZIBAR AND TANZANIA MAINLANDNEW
The Zanzibar Insurance Corporation (ZIC) hereby informs the general public, international travellers, airlines, tour operators, travel agents, hotels, tourism stakeholders, and all relevant institutions of the implementation of Mandatory Inbound Travel Insurance for foreign visitors entering Tanzania Mainland, effective 1st October 2026.
For the avoidance of doubt and in order to provide clear public guidance, ensure orderly implementation, and facilitate the smooth movement of foreign visitors between Zanzibar and Tanzania Mainland, the public is hereby informed as follows:
1. Travellers Who Purchased Insurance Before 1 October 2026
Foreign visitors who have already purchased and fully paid for a valid ZIC Mandatory Inbound Travel Insurance policy before 1st October 2026, but whose itinerary begins in Tanzania Mainland, shall not be required to purchase another policy or cancel the existing policy for the same insured journey.
2. No Double Insurance Or Duplicate Payment
A foreign visitor shall not be required to purchase two Mandatory Inbound Travel Insurance policies for the same journey merely because the itinerary includes both Zanzibar and Tanzania Mainland.
A visitor holding a valid and applicable insurance policy shall retain the insurance certificate and/or QR Code for verification when travelling between Zanzibar and Tanzania Mainland.
3. Subsequent Entry During the Validity of the Policy
A foreign visitor holding a valid and unexpired ZIC Mandatory Inbound Travel Insurance policy within its ninety-two (92) day coverage period shall not be required to purchase another policy upon subsequent entry into Tanzania Mainland or Zanzibar during the validity of that policy.
The existing policy shall remain applicable until its expiry, subject to its terms and conditions. A new policy shall only be required where the existing policy has expired or is otherwise no longer valid.
4. Exemption for Qualifying EAC and SADC Travellers
Qualifying travellers from East African Community (EAC) and Southern African Development Community (SADC) Partner States are exempt from the Tanzania Mainland Mandatory Inbound Travel Insurance requirement.
This exemption applies to the Tanzania Mainland requirement and shall not be construed as an automatic exemption from the applicable insurance requirements for entry into Zanzibar.
Where the Zanzibar requirement applies, the traveller shall obtain the applicable insurance through the Zanzibar Insurance Corporation (ZIC).
5. First Point of Entry
The applicable Mandatory Inbound Travel Insurance shall be determined according to the visitor's first point of entry into the United Republic of Tanzania.
Where Zanzibar is the first point of entry, the applicable insurance shall be obtained through the Zanzibar Insurance Corporation (ZIC) using:

Where Tanzania Mainland is the first point of entry, the applicable insurance shall be obtained through the National Insurance Corporation using:

6. Insurance Certificate and QR Code
Travellers are required to retain an electronic or printed copy of their insurance certificate and QR Code throughout their journey.
The insurance certificate and QR Code may be scanned or otherwise verified at the relevant point of entry to establish the authenticity, validity, and applicable period of insurance coverage.
PUBLIC GUIDANCE
The Zanzibar Insurance Corporation calls upon all international travellers, airlines, tour operators, travel agents, hotels, and other tourism stakeholders to take note of this Notice and ensure that accurate and consistent information is communicated to travellers before the commencement of their journeys.
The Corporation remains committed to ensuring that eligible visitors are appropriately insured while facilitating a smooth, convenient, and seamless travel experience throughout the United Republic of Tanzania.
